Jurutera Minsar Consult Sdn Bhd is proudly recognized today as one of the largest and most established engineering consultancy firms in Sarawak. The company traces its roots back to 1985, when it was originally founded as Minconsult (Sarawak) Sdn Bhd. At its inception, the firm entered into a strategic joint venture with Minconsult Sdn Bhd of Kuala Lumpur, ensuring access to a robust pool of technical expertise and professional manpower to support major engineering projects across the region.

From the very beginning, Jurutera Minsar Consult Sdn Bhd has maintained a strong and consistent presence in the engineering consultancy sector. In response to its rapid growth, expanding portfolio, and the accumulated experience of its dedicated team, the firm underwent a major re-structuring in 1993 – emerging as an independent and fully Sarawak-based consultancy firm. Over the decades, the company has grown from strength to strength, earning a solid reputation for excellence, innovation, and reliability in delivering complex infrastructure and development projects throughout Sarawak and beyond.

SERVICES

Minsar provides comprehensive Civil and Structural Engineering Consultancy Services, including specialized fields such as geotechnical and hydrological engineering. Our scope of services covers the full spectrum of engineering needs—from feasibility studies, conceptual design, and master planning, to detailed investigations and design, cost estimation, value engineering, tender and contract documentation and evaluation, construction supervision, and project management through to the full completion of projects.

In addition to conventional consultancy services, Minsar also supports private clients to deliver projects on a turnkey (design and construct) basis, offering integrated solutions from design inception through to final completion of construction.

Minsar’s engineering consultancy expertise extends beyond Sarawak, with projects successfully delivered in West Malaysia, Sabah, Brunei, the Solomon Islands, Fiji (Melanesia), and Libya, demonstrating our capability and commitment to international standards and practices.

ISO 9001:2015 QUALITY MANAGEMENT SYSTEM

Minsar initially achieved certification in MS ISO 9001:2008 through Intertek Certification Ltd. in 2007, specifically for the provision of Civil and Structural Engineering services. To maintain a high standard of quality, ensure consistency in service delivery, and reinforce our commitment to excellence, Minsar successfully upgraded its accreditation to the latest ISO 9001:2015 Quality Management System in 2018. This certification reflects our continuous efforts to enhance operational efficiency and customer satisfaction across all levels of our service provision.

STAFF STRENGTH

The firm employs over 175 staff, including more than 80 qualified Engineers and Technical Assistants holding Diploma qualifications.

All Minsar’s Engineers, Technical Assistants including other supporting staff stay up to date with the latest technologies and advancements in the engineering field. Through continuous training, they have developed the skills and expertise necessary to consistently deliver the highest level of service to our clients.

RESOURCES

Minsar’s office is fully equipped with state-of-the-art office equipment and systems to support seamless operations and enhanced productivity. In addition to high-speed computers, printers, and plotters, all technical divisions are interconnected through a robust and high-performance Central Server network. This infrastructure ensures efficient data retrieval, secure information storage, standardisation across departments, and smooth integration of project data.

To further enhance system integrity and security, each technical department maintains its own Local Area Network (LAN). This setup not only upholds confidentiality but also improves system redundancy and resilience against potential failures.

Minsar has also invested in a comprehensive suite of Civil and Structural Engineering software, along with standard office applications, to support its wide range of consultancy services. Key software tools used are highlighted on this page.

When required, Minsar collaborates with a network of trusted long-term associates, both locally and internationally, to provide specialist expertise for specific projects. These collaborations include drawing on the knowledge and support of experienced Specialist Consultants in fields relevant to the project at hand.

Minsar regularly partners with local specialist firms in areas such as Geotechnical Engineering, Transportation, and Environmental Services to meet the unique demands of specialised projects.
